The construction of the Airport Express Metro Line, which will connect Mumbai's Chhatrapati Shivaji Maharaj International Airport (CSMIA) to the upcoming Navi Mumbai International Airport, is scheduled to begin soon as the Navi Mumbai International Airport gains momentum. The two development organisations in the Mumbai Metropolitan Area, CIDCO and MMRDA, will build the 35-kilometre-long metro line.

While the Mumbai Metropolitan Region Development Authority (MMRDA) would handle the project near Mumbai, the City and Industrial Development Corporation (CIDCO) will construction of metro lines in the vicinity of Navi Mumbai. Since 2014, the planned Metro 8 corridor are included in the MMRDA's Metro Master Plan. Between these two airports there is currently no fast public transport system (MRTS).

A senior member of the state government remarked, that the Navi Mumbai Airport is anticipated to open for business in 2025. We might set up the Metro 8 corridor's execution plan right now, so that the line is ready when the airport traffic picks up. Airport Express Metro Line will have both underground and elevated sections. The metro length is anticipated to be built for around Rs 150 billion, and it anticipates around nine lakh daily passengers. On this line, there won't be many services every hour, but experts say that considering airline schedules, a low frequency of services will be adequate.

According to the proposed route, the line will be partially raised and partially buried. Between Andheri and the Eastern Expressway in Ghatkopar it is expected to be underground. From there, it will use the elevated route via the Ghatkopar-Mankhurd Link Road until it reaches Mankhurd. In October 2022, MMRDA asked CIDCO to create a detailed project report (DPR) for the sections of Mumbai Metro Line 8 from Belapur to Navi Mumbai Airport and from Mankhurd to Sagar Sangam on Navi Mumbai Metro Line 1-A.
